Yes can change lens and waterproof

If you want to change the lens and it be waterproof these cameras are not suitable you can get DSLR cameras that are weatherproof and splash proof but not ones that can be submersed in water. This article is pretty good.

If you want underwater you need a compact camera or an action camera.

Also can i clarify will you use the camera purely for video or photo as well
