while booting boot manager screen and continuous beeps

I have dell Inspiron 5520 laptop .It's one year old . When I start my system I get continuous beep sounds but after booting I can login. I have two OS windows 7 and Ubuntu . When I don't get beep sounds I get boot manager screen . I have one more problem when I login into windows my touch pad stops working in between and some times it works fine. When I login into ubuntu my touchpad works fine without any problem but when i open up the terminal it starts typing ~~~~~~~~~~~~~~ automatically I don't know what is the reason for the strange behaviour, is it because of the hardware problem or some virus problem ,Is there any need to format the system

SounDs like your keyboard has a stuck key. Have you spilled food or drink on it. If it still under warranty have the vendor replace the keyboard.
