Why can't I install Flash player it says not registering, it downloads but won't install

I can't install flash player in Internet Explorer with Window 7 premium it downloads but won't install it say not registering is this a Windows issue or Internet explorer problem. I just can't figure it out, I have been trying to install this for over a week and the problem Eludes me. I have tried everything I could think of but nothing works. Can anyone help!
