why is it that not all tvs come with headphone jacks?

I have a Panasonic 42 inch TV. There is no headphone jack and my problem is clarity not volume. So turning the TV up does not hep at all

Does anyone have a solution?

Forget about the TV first, how are you getting the signal into the TV?

A cable/satellite box? An antenna?

Your can add a soundbar to give you more clarity.
If you prefer headphones then you can add a bluetooth transmitter to the TV and use any wireless bluetooth headphones.
Your TV probably has optical audio out but make sure that the soundbar or BT tranmitter has the correct type of audio input for your TV. There are three types (analog, coax digital, or optical digital).
