Windows 10 Infinite reboot loop
Hello experts. So heres the thing i have a Dell laptop with win 10. When i switch on my laptop it shows the dell logo with bios setup F12 n all. Then comes the windows logo n thats where the problem occurs. The loading circle cirulates for couple of minutes n then comes at the bottle the windows will reastart for a blink of a second and it resarts. It goes on and on and on.

So i tried to reinstall the windows to Win 7 professional. But then too the same thing. Dosent allow me the options to do so. I tried to open in safe mode it dosent work the ame damn issue. I hope i get a solution.
The best solution will be help me downgrade the windows.

Note: If this problem started after an update, please make sure the laptop is not connected to the internet in any way before you use the following instructions.

Try the following...

1. Power off the laptop.
2. Power on the laptop.
3. As soon as you see the rotating loading circle, press and hold the Power Button until the computer shuts off.
4. Repeat this process a few times until you see the "Preparing Automatic Repair" screen.
5. Now you want to let the laptop boot to the "Automatic Repair" screen.
6. Click "Advanced Options" and then select "Troubleshoot".
7. Here you want to select "Refresh your PC", if you do not wish to erase data, or "Reset your PC" to erase all data and restore your system.
8. From here just follow the screen instructions until the recovery is completed.

NOTE: You will need to get into the "Advanced Options" in order to get the "Refresh Option". This choice will keep your data, but any programs installed will be lost.

Do not do a "Reset" as that will wipe all data you have on the laptop.

So when i do so this what i get.
The PC could not be turned off properly. The operating system on the PC could not be turned off and must be repaired. Error code: Ohec0000001 You must use recovery. If you do not have an installation medium, such as a diske or a USB device contact the PC administrator or PC manufacturer. Press Enter to retry. Press F8 to enter startup settings. Press F9 to use another operating system.
When i press F8 it gives 9 option with safe mode n all. If i press any of those the window logo comes n then the screen goes black n if i press F9 the result is the same logo comes n screen goes black.

You shouldn't be hitting f# anything. That was not in the instructions.
