YouTube full screen Clips funny on Second Monitor

I am on windows 10 and whenever Launch google chrome and try to put a video full screen on my second monitor I have about a quarter inch of my desktop background at the top of the full screen video which should be covered by the full screen. I checked other browsers and this problem does not occur in Microsoft edge. How can I fix this for Google Chrome?

One workaround seems to be "Right clicking the video, clicking 'copy video url' and pasting it into a NEW tab seems to be a workaround. This problem is ridiculous."
Another is: "You will have to maximise the browser to see full "full-screen", normally by pressing f11"
