acer aspire 5600 lights come on for about 1 second then go off.

Computer won't turn on, lights flash once/fans spin, what could be wrong AND THE REPAIR MAN TOLD ME IT IS THE CONTROLLER IC IS THATTRUE

I think the place to start here is with a reset (we'll assume it's already been tried but...)
Remove battery and power adapter, with no power to the laptop, press and hold the power button for ~30 seconds. Put the battery back in, plug in power adapter and attempt to power on, see where you get.
Assuming that's been tried and didn't work, I'll suggest removing one stick of ram and trying. If still nothing, swap the ram and try with the other stick.
