Asus x200m won't power on

My asus notebook x200m will not turn on anymore. Long story short, because I believe this will help. The original notebook charger has been spliced by previous owner ( dnt knw why lol) anyway I physically saw the CPU working numerous times. He said he let his sister borrow it and when he got it back it did not work. Basically he said that the two wires that were exposed on the charger cable touched and probably fried the battery. I bought it for 5$ off of him. How can I find out what's wrong and get it working again? When I plug in theres no lights for charging, battery indicator, etc. I did remover the battery and put back n, however with no avail..... please help! Also can email me at edited by ffg7

know anybody with a volt meter or multi-meter to see if the power adapter is outputting power or not?
