I picked up a brand new DVR for a few dollars today at a garage sale. I don't have cable, just a smart tv and a Roku stick. Can I use this to do any tv recording? Any info appreciated.

You might be able to view the recordings which exist on it without service. That is about it. Even the ability to do that isn't universal. Making any recordings is highly unlikely.

Ordering service is pretty pointless. It's usually cheaper to get a two year contract which includes equipment and installation. Rather than paying month by month.
