CPU Fan Is Very Loud

My laptop's fan died completely so I ordered a new one, plugged it all in and it is extremely loud and the fan is spinning extremely fast. I reapplied thermal paste, compressed air cleaned the fan and the entire laptop. Wondering at this point if I should just RMA the fan.

The VOLTAGE tells you nothing useful, most fans are similar voltage (12V desktop, 12V or 5V laptop but not sure). As I've said,

*fan most be a VARIABLE design (i.e. 500RPM to 1800RPM)

The noise also depends on the design and quality of the fan.
Did you get one that is completely compatible?

i.e.
a) 4-pin PWM or 3-pin (same as before)
b) variable, with same RPM range

Since the fan is spinning, I'm wondering more if it's the WRONG fan?

Check model number compared to old one, but check my points above if different model (may work the same).
