Dv9700 wont boot from DVD

I recently bought a pavilion dv9700 off craigslist, when i turn it on it wont give me any boot options. when i press F9 it just give enter setup as a boot option

Does it have a hard drive installed? If it does, there may not be an operating system - you may have to load it. Depending upon the model you have (and manufacture date), you could have Windows Vista or Windows 7 as the OS. There should be a sticker on the case indicating which version. You can download an ISO to install the OS using the product key on the sticker.
