How can I connect HP Envy Desktop750-217c with USB & HDMI only to a VGA 15 pin serial port monitor (HP vs17e)

No probs it needs to be active or passive. Since you cant use a normal adapter. Because VGA is analog and HDMI is digital.

Theyre not compatible with each other

So you wont get a signal, if you use a normal VGA to HDMI adapter

Thanks again, Paul! I'll be 78 Oct. 21st but I ACTUALLY UNDERSTAND that digital has to be converted to analog!
