how to get hdmi converted to 480p instantaniously

Looking for a low cost set up which allows me to take HD 1080p/720p resolution HDMI input, and output to a RCA 480p resolution to plug into my pc

Not sure what you are trying to do?
If you want to connect your PC composite video out to an HDMI TV input then you need one of these

If you are trying to connect an HDMI output (TVs only have inputs) to a composite input on your TV then you need one of these

I don't think you can get 480p on composite video (only 480i).
