You can try grabbing the best frame from the vid using a video editor and messing with sharpness/saturation settings and whatever else you can find, but that's probably as good as it gets. It takes different shades of the colors and makes them darker or lighter, sort of drawing a line in the sand to help focus the object. For example, a grayscale photo with a square is actually many squares called pixels, which when zoomed in on look jagged like a set of stairs. Making the gray ones either black or white can help you see an object slightly more clearly, but it's not guaranteed to produce the digits/letters you want to see.
