Vizio 4K Smart TV Not Working With Sound Bar Or Surround System

Hello, my vizio m-series 4k smart tv is not working when hooked up to the sound bar. It says to just simply plug in an hdmi from the soundbar to the tv's ARC port. When powered on, the soundbar's lights go up and down, which I assume is a sync mode, and doesnt output sound. The sound still goes through the TV's default speakers. This is the same case for the surround speakers that came with it. Its all hooked up according to how the vizio instruction booklet told me. Any help is much appreciated. The sound bar seems to work when using programs built into the smart tv like youtube and netflix but doesnt work with our xbox and cable box.

Just tried that still doesnt work. Problem is its constantly in sync mode. I can hook up my phone too it and play music and the surround works perfectly, but it wont work for devices like the xbox and cable.
