Some games like Assassin's Creed Unity have such bad fps like 24 when I run in 1080p. If I lower the resolution to 720p, will the fps increase to a playable frame rate?

If not, is it possible to increase fps by any other way?
 
Solution
Consoles have a locked internal render resolution for each game, even if you output a 720 signal the console will still render it at 1080 internally, so the performance will not change.

Not really a console gamer, but one would think that it would logically increase unless the game is framelocked to that framerate. How are you measuring the framerate by the way?

I'm not measuring it but I can just tell when it's a high frame rate, or low etc...
