Display Virtual Machine on Different Monitor and Assign Different Mouse/Keyboard?

Is it possible to display a virtual machine on a separate monitor?

Is it possible to assign a different mouse/keyboard to the virtual machine?

I am looking to build a high-end PC with high performing virtual machines; I would like to use the virtual machines just as if they are their own PC. My use of the virtual machines requires for them to always be in display. If it were only possible to display the virtual machine on a separate monitor while not being able to assign a dedicated mouse/keyboard for the virtual machine then it would still be fine.
 
If you move the VM window on your second monitor, and maximise it there, it should become full-screen.

I don't think you can have independent keyboard / mouse, but it might be possible on your OS / VM host.
 


Does anyone know if this is possible in Windows using a certain Virtual Machine software?
 
There's a video on LinusTechTips on YouTube, it shows him building a tower with two independent, virtualized PCs. Each had its own GPU, mouse, and keyboard. He used a proprietary virtualization solution I think. I saw the video a while ago. It's called
