Which laptop would be better for photo editing and some (not heavy) gaming? Both have 8GB RAM and same type HDD.

Solution
The 4720HQ boosts a little higher (3.6GHz vs 3.5GHz), with the 6700HQ seeing the little 'generational' boost (~<10%) so they'd be pretty even, all things considered.

I doubt you'd notice much difference though, when paired with 8GB RAM and an HDD for editing...... 16GB and an SSD would be better for the usage.

The 960M isn't the best mobile GPu, but if you're looking predominantly at editing, it'll do - and will game decently.

How much are these laptops? A KabyLake 7700HQ laptop shouldn't be priced too much higher, and you'd likely see it paired with a GTX 1050TI or greater, which (being the desktop card, not a mobile variant ala GTX 960M) would be the better performer - and would hopefully come with 16GB and some form of an SSD....
