So I am trying to connect my TV that is HD Ready with 2 HDMI ports to my PC.

I am directly using a HDMI cable and I've tried moving the cables around and trying both cables I have connected (one for my usual monitor, the other for my attempt at connecting the TV) but it still refuses to detect the TV as a monitor even with trying to restart the PC and updating the drivers.

The only time it worked was when I tried the HDMI port on the lower part of my PC (the one my monitor is already connected too) and it worked, my screen was displayed on the TV but not on the PC.

Is there any issue with my secondary HDMI that is located on the same panel as to where I have my mouse, keyboard etc. plugged in or do I require some sort of adaptor in order for this to work.

So you've connected a monitor and a TV to 2 HDMI ports?

If one of them is on the mobo and the other is on a GPU, the GPU will disable onboard video
