Windows Has Detected An IP Address Conflict IP Config Issue?

Hello To All-

I apologize if the answer has been posted somewhere else, as I haven't been able to find it. I, seemingly out of no where, received a popup message that said "Windows Has Detected An IP Address Conflict", and my internet connection(via wifi hotspot-no router) wont stay connected. Rather my connection will try to connect and reconnect over and over again. I have several times tried opening the CMD prompt, and running the ipconfig/release, ipconfig/flushdns, ipconfig/renew. Also i've checked out the ipv4 settings (auto assign/detect), and of course tried with the windows troubleshooting functions. The most i've been able to stay connected is for about 24 hours.

Below is the current ipconfig/all. Any advice/help is so very greatly appreciated.. Thank you so very much!

While you say there is no router, there has to be a device you are getting the connection through. Modem/router (belonging to someone else if say Xfinity WiFi) or a phone's internet service. If the former, you can't restart it obviously as it isn't yours. However you can try disconnecting from that WiFi and connect to another one. If it is the latter, then try restarting both the phone and the laptop and see if the problem is resolved.

Also, if it is a 'static ip' you may want to try removing it and see if that resolves the issue.

1. Press the "Windows" key and the "R" key together and in the box that pops up type "ncpa.cpl" (without the quotes) and hit enter.
2. In the new window that comes up, right-click on your Network Connection...
